PA Compact Data System RFP
The PA Compact Commission has issued a Request for Proposals (RFP) for the development and implementation of a data system to support the Compact’s operations. The data system will play a critical role in facilitating licensure portability and streamlining information sharing among states participating in the PA Compact.
The RFP outlines the scope of work, technical and functional requirements, evaluation criteria, and submission instructions.

I would like to take this opportunity to thank the PA Compact’s delegates, alternates, ex-officio members and staff. During the first year of the Compact’s existence, they have dedicated untold hours to creating the foundation for a successful compact. Those efforts include:
- Preparing and approving two budgets;
- Creating streamlined messaging and communication with members, the profession and the public;
- Researching data systems and publishing a Request for Proposal (RFP) for a compact system; and
- Preparing draft rules for public comment.
Each of these projects will help determine the success of the Compact as it moves forward, and I am grateful to work with individuals who share a common goal. However, we cannot do it alone. We need your help.
What can you do?
First and foremost, when the draft rules are published for comment, review them and submit comments. The rules are the blueprint for how the Compact will run. If you have any questions or concerns, now is the time to voice them.
Second, stay informed. Anyone is welcome to attend and listen to both full commission and committee meetings. All meetings are listed on the website, and if you are curious about something, you are welcome to join. In between meetings, the website www.pacompact.org is the place to find all the official information available.

Legislative Update
As of December 4, 2025, there are 19 Compact Member States. Legislation to enact the Compact is currently filed in four states—Massachusetts, Michigan, New Jersey, and Pennsylvania. No states are actively issuing privileges yet. Click here to view a map of legislation introduced in each state.

- The enactment date refers to when a state's compact legislation was signed into law.
- The effective date refers to when a state’s compact legislation becomes effective. This is also when a participating state may begin exercising their voting power as a member of the Compact.
Committee Synopsis
Executive Committee
The PA Compact Commission Executive Committee released the Data System RFP on October 20, 2025. The commission accepted questions regarding the RFP until November 14, 2025, and answers are posted publicly to the PA Compact website. Proposals must be submitted by 5pm ET on Friday, December 19, 2025. The Executive Committee will begin reviewing vendor proposals in January 2026.
Communications
The PA Compact Commission Communications Committee drafted and approved for distribution the commission’s second quarterly newsletter. The committee continued to draft responses to questions that arise during the rulemaking process and that are sent to the PA Compact email, pacompact@csg.org.
Finance
The PA Compact Commission Finance Committee prepared the commission’s draft budget for fiscal year 2026, which was approved by the Executive Committee during a meeting on October 8, 2025, and adopted by the full commission on November 3, 2025. The Finance Committee completed a quarterly budget review in a meeting on December 8, 2025.
Rules
On November 10, 2025, the PA Compact Commission Rules Committee voted to approve for transmission to the Executive Committee both draft rule 3 on the compact privilege process and draft rule 4 on the data system. The committee will review the first draft of rule 5 on joint investigations during a meeting on December 15, 2025.

Q. Will PAs need to complete continuing medical education (CME) requirements in each state they hold a compact privilege?
- PAs are required to meet the CME requirements of the state in which they hold a qualifying license. PAs must also maintain current NCCPA certification, which requires CME. They will not need to complete additional CME credits for states where they hold compact privileges. Other Member State requirements may apply in accordance with Section 4 of the PA Compact.
